加拿大留学:符合条件的留学生自2020年10月20日可以入境
又有新政了!
2020年10月2日,加拿大移民部公布新的信息,将会允许更多的外国人入境,其中我们比较关心的是学生的入境的问题,在新政策里面提到从10月20号开始,只要留学生即将入学的学校是在加拿大各省或者地区政府的“COVID-19准备计划”中的教育机构, 学生即可入学。
在10月8日,加拿大移民部将会公布更加详细的解释和说明。
鉴于目前绝大多数的新学生仅仅是获得了第一步审理的原则批准函,还没有获得最终批准和贴签,正在上网课当中,如果中断网课改为去加拿大的课堂教学也需要时间和适应,未必有很多学生符合条件,也未必有太多的学生从中受益。
如果能从此加快公布签证申请的最终审理结果,加速贴签,入境条件中对于学习许可的批准日期不做限定,那么对一部分学生还是有积极的作用。

October 2, 2020—Ottawa—Immigration,Refugees an Citizenship Minister Marco E. L. Menicino, Public Safety anEmergency Prepareness Minister Bill Blair an Health Minister Patty Hajutoay announce that, in aition to the borer restrictions that remain inplace, the Government of Canaa is further strengthening the public healthpresence at the borer an enhancing quarantine monitoring. The government isalso increasing the use of igital forms an processes to allow criticalinformation to be share more quickly with provinces an territories. Inaition, a process is being introuce to support enhance familyreunification, incluing those in long-term exclusive relationships, international stuentsan entry for compassionate reasons.
The government continues to enforce anstrengthen travel restrictions an borer measures that have been in placesince March 2020. The manatory quarantine measures, which require travellersto quarantine or isolate for 14 ays immeiately upon entry to Canaa (unlessthey are expressly exempt), have been effective.
Every port of entry has 24/7 access toquarantine officer support through the Central Notification System. Thepresence of feeral public health officers at the borer is also being scale upover the coming months to cover 36 ports of entry that account for 90% of alltraffic into Canaa uring normal operations. A total force of 190 publichealth officials will be eploye across the country by the en of the fiscalyear. To improve information-sharing, the Public Health Agency of Canaa haseploye igital portals for travellers to share their critical information,incluing through the ArriveCAN app, so ata can be transmitte to provincesan territories quickly an securely.
The government is also strengtheningcompliance an enforcement efforts. Currently, some 100 esignate screeningofficers at a call centre make approximately 4,300 live calls an 3,500automate calls aily to travellers entering Canaa, for a total of nearly 1 millioncontacts since March 2020. The Public Health Agency of Canaa is working withService Canaa to further increase these numbers.
These calls are followe up by lawenforcement if any iniviual cannot be reache, or if a traveller is suspecteof not complying with quarantine requirements. Law enforcement authorities,such as RCMP or provincial police officers, have full authority injurisictions that have signe on to the Contraventions Act ticketing regime toissue fines of up to $1,000 an may ticket an iniviual again in the presenceof repeate instances of non-compliance, resulting in multiple fines. Where thenon-compliance is not aresse through a contraventions ticket, an iniviualcoul face fines of up to $750,000 an up to 6 months in prison where chargesare lai for an offence uner the Quarantine Act. Willfully or recklesslycontravening the Quarantine Act coul also result in fines of up to $1 millionan 3 years’ imprisonment.
With these robust protections in place,processes are being introuce to support greater family reunification, entryfor compassionate reasons, an the safe an graual entry of some international stuents.More specifically, these processes will provie for the entry of

· foreign nationals for compassionate reasons in specific circumstances,such as life-threatening illness, critical injury or eath, with potentiallimite release from quarantine
