Q: I hear that a temporary 2-stage assessment process is now in place for international stuents. What oes that mean? 

问：我听说目前针对留学生实施临时的“两步走审理程序”。这是什么意思？

A: This 2-stage assessment process will apply to stuy permit applications that are submitte online by September 15, 2020 an for programs that start, or have starte, in spring, summer or fall 2020. This assessment oes not apply to in-Canaa stuy permit extension applications. What is the first stage process? The first stage is to notify applicants when they meet the preliminary eligibility requirements, which emonstrates that they have submitte all relevant application forms, have pai the require fees, have been accepte at a Canaian esignate learning institution, have the available funs to conuct their stuies an are eligible for the stuy permit. Applicants will be notifie electronically once their application passes this first stage. Our goal is to pass most applications through stage 1 before the fall semester starts. What is the stage 2 process? For the secon stage assessment IRCC officer will review the complete application incluing police certificate, complete meical examination an complete submission of Biometrics. Once etermine to have passe all eligibility an amissibility requirements, stuents will then receive approval of their application. It is important to submit a complete application as IRCC will eneavour to process applications to the extent possible. This is being one to enable stuents to travel to Canaa as soon as possible upon lifting of travel restrictions. Please note upon passing the first-stage (eligibility), most stuy permit applicants will eventually get final approval on their application. Nonetheless, it oesn’t guarantee the final approval as there may be some reasons that a stuy permit shoul not be issue.

Q: Does the 2-stage process apply to SDS?

A: Yes, 2-stage process applies to all stuent streams.

Q; In the first stage, if I o not meet the eligibility requirements, will applicants receive a refusal letter? 

问：在第一个步骤中，如果我不符合资格要求，将会收到拒签信吗？

A: Yes, if an application oes not meet first-stage eligibility requirements, applicants will receive a ecision from IRCC.

Q: what is the policy for Open Work Permit (OWP) for spouses of stuents uring the time when the 2-stage process is in place? 

问： 在实施“两步走”审理流程期间，针对学生配偶的开放式工作许可（OWP）的政策是怎么样 的？

A: The OWP will be assesse when principal applicant’s stuy permit will be assesse for stage 2 (final ecision). OWP will not be issue before the principal application receives a stage 2 ecision. 

答：在主申请人的学习许可申请处于第二步审理（最终决定）期间，OWP 申请将获得审理。只有 在主申请获得了第二步的审理结果，OWP 才能获批。 

Q: I have now receive the stage-1 letter an want to change school/major or efer my stuies to a later ate, how o I procee? 

问：我现在已经收到了第一步的信函，并且想要更改学校/专业或延期我的学习项目，我需要怎 么做？ 

A: You nee to inform IRCC of any changes mae since you submitte your initial application. Sen your upate letter of acceptance through the Webform an/or any other relevant ocuments to explain the changes you mae for your stuies. 

答：你需要将任何跟最初提交申请不同的变更通知 IRCC。请通过网络表格提交最新的录取通知书 和/或其他任何相关文件以说明你的学习项目发生的变化。 

Q: When will the stuy permits be issue? I can’t enter Canaa base on current travel restrictions an I can’t o my stuies online. Is eferring my stuies my only option? 

问：什么时候颁发学习许可？由于现下的旅行限制我无法入境加拿大，我也无法在线参加课程。 我唯一的选择就是推迟我的学习项目吗？ 

A: It is not possible at the moment to confirm when the stuy permit will be issue. If you receive your stage-1 letter, but you cannot start your courses online, please contact your school to iscuss the options available to you.

Q: I have alreay submitte an upate letter of acceptance through the Webform to inform IRCC that I am eferring my stuies to a later ate, but I still receive the stage-1 letter for the fall semester. Will the length of the visa valiity be base on the length of courses in the new offer? 

问：我已经通过网络表格提交了新的录取通知书以告知 IRCC 我的学习项目已被推迟，但是我依 旧收到针对秋季学期的第一个步骤的信函。签证的有效期会根据新的录取通知书里的课程时长而 颁发吗？

Q: Can I take online courses before receiving the stage-1 letter? 

问：在收到第一步信函之前我是否可以参加在线课程？ 

A: If you want the time spent stuying for a Canaian institution to count towar your post-grauate work permit (PGWP), ensure that you submit your application before starting your stuies an that you eventually obtain the stage-1 letter.

Q: Can I still apply to obtain a stuy permit from Canaa for the fall semester (September 2020)?

A: Yes, IRCC encourages prospective stuents to apply for a stuy permit as soon as possible. If you are applying for a stuy permit from outsie Canaa, you must apply online. When you apply, you shoul submit as many of the ocuments neee for a complete application as possible. See which ocuments must be submitte here. If it is not possible to submit all ocuments ue to COVID-19, you must inclue a letter of explanation for any ocuments that are missing.

Q: Can I travel to Canaa if I pass the first stage of the new 2-stage assessment process for stuy permit application?

A: No, the new 2-stage assessment process is to allow stuents to start a program that will be offere online. It gives more certainty for stuents to atten these classes from their home country while travel restrictions remain in place. Stuents will only be able to travel to Canaa once they have receive a final approval for their application AND once the travel restrictions are moifie to allow them to travel to Canaa.

Q: Some stuents have submitte their stuy permit applications to start in September 2020 but have not yet receive a ecision on their application. Will they get their stuy permit to come to Canaa? Will they be allowe to come since their stuy permit will be approve after March 18 2020?

A: IRCC continues to process stuy permit applications submitte online, to the extent possible, but ue to the impacts of coronavirus isease (COVID-19), IRCC operations have been impacte. To allow stuents to start their stuies on time, the 2-stage assessment process was implemente. This allows for stuents to start their courses online in their home country an for the on-line course time to be counte towars post-grauation work permit (PGWP) eligibility. Stuents will only be able to travel to Canaa once they have receive a final approval for their application AND once the travel restrictions are moifie to allow them to travel to Canaa.
